Perfect tier system is even better now!

This change is only a minor adjustment to market conditions and consists of:

- elimination of the problem that during migration between tiers — investor could get a lower allocation in a higher tier than in a lower one (for example allocation for 10000 $SNP was lower than for 9900 $SNP),

- increase of the threshold between Standard and Premium tiers to 20 000 $SNP,

- we are changing allocation distribution from the fixed limit (35%/65%) to dynamically calculated before every sale,

- increase the number of $SNP required to get one allocation point from 100 to 200 $SNP. This also increases twice the allocation per one point.
